Boardman Ave project starts to take shape

The New York Mills City Council heard a more concrete plan on next year’s North Boardman reconstruction project.
During its regularly scheduled meeting on Nov. 9, the city council heard from Michael Weber, of Apex Engineering, about the time line and scope of the project currently being proposed. During his presentation to the council, Weber said the street is in poor condition with excessive cracking, pot holing and structural deficiencies. The road is also just 24 feet wide, which he said would not meet today’s standards.
The proposed project would have a full reconstruction of the street, repairing curb and gutter where it is already in place on the south side of the project, as well as add a 4 foot wide paved shoulder.
Weber said adding a 4 foot wide paved shoulder should help accommodate some of the turning movements and help the pedestrians to be able to utilize the shoulders.
The project cost is estimated to be $802,532.75, of which $716,383.46 will be for street repairs and $86,149.29 will go towards the storm water work.
According to Weber the city is eligible for up to $660,000 in LRIP funding for eligible construction costs.
A portion of the street project can also be assessed to property owners along the affected project. The total amount that could be assessed to property owners would be approximately $537,287, if the city did not receive LRIP funding. If the city did receive LRIP funding, the assess amount would drop to $242,801.66 as the city is proposing splitting the money between the city share and proposed assessments.
According to a project schedule presented on Nov. 9, the city council heard that the plan is have construction begin next summer.
In other news
• Heard that city representatives met with Newton Township about potential annexation for a portion of the adjacent township. No decisions about potential annexation has been made.
• Heard from Amy Baldwin of the Otter Tail County CDA about the Big Build in the county and an affordable housing shortage in the region.
• Approved a lease user agreement between the PACC and the City of NY Mills for the new fitness center at the City Center. The school district has approved a lease levy to utilize the facility and equipment during the school day. The school has also provided some of the equipment for the space to utilize at the new fitness center.
• Approved placing a stand alone sign on the City Center building to signify the new name of the building. The consensus of the council was to not place the sign on the building.
• Approved selling two city-owned properties at 103 and 105 South Main. It was reported at the NY Mills EDA meeting last week that a developer was planning to put duplexes on the two properties.
