Crystal Lynette Fulford, 63, of Perham, will have a felony charge of theft by swindle dismissed if she remains law abiding for five years. This is part of a Stay of Adjudication. While probation is going on, this is a pending case, the same as being charged and awaiting trial.

Once probation is over, as noted by a county court judge on Oct. 7, 2024, the case will be dismissed. This was part of a plea agreement reached on Aug. 9, 2024.

Fulford, during her five-year supervised probationary period, must cooperate with the search of her person, residence, vehicle, workplace and property as directed by her probation officer. 

The judge ordered Fulford to complete gambling assessment and follow recommendations of counselors. She also will participate in other classes and programs as recommended by her probation agent. Additionally, Fulford will write an offender impact statement and discuss personal budgeting and bills with her probation officer.

Lastly, she was ordered to not have mood-altering chemicals, with the exception of prescription medications.

Second chance after felony conviction

County court judges agree that the idea of second chances is based on the belief that people can redeem themselves, start fresh and pursue their dreams.

To that end, Perham resident Hank Allen Wibben, 32, can avoid jail time at the state correctional facility in St. Cloud if he remains law abiding for five years. He previously pled guilty to a felony firearm and ammunition crime. A judge made the ruling on Oct. 28, 2024. This was part of a plea agreement previously reached on Sept 19, 2024.

Wibben was under house arrest for a designated period of time, with work release authorized by the judge. 

He must not use or possess firearms, ammunition or explosives, and no alcohol/controlled substance use with the exception of prescribed medications. Wibben must cooperate with the search of his person, residence, vehicle, workplace and property as directed by his probation officer.

Wibben also was ordered to inform his probation officer within 72 hours if he changes his address, employment or telephone number.
