Moen joins WCI as Rural Democracy Network Coordinator

0Justin Moen has joined West Central Initiative as the new Rural Democracy Network Coordinator. In this role, Moen will help lead efforts to strengthen civic engagement and empower residents across rural Minnesota to shape the future of their communities.
Moen made Otter Tail County his home in 2023 and began working with the United Way of Otter Tail and Wadena Counties the following year. With more than 10 years of experience in civics education, he has taught at the University of South Dakota, the University of Georgia, and the University of Kansas. Passionate about building strong, connected communities, Moen has also led community organizing efforts across Minnesota and South Dakota and helped establish a successful business in downtown Fargo.
“We’re happy to welcome Justin to the West Central Initiative team,” said Director of Civic Partnerships Ben Schierer. “He brings a wealth of practical knowledge in local government and a passion for rural communities. We’re excited about what he will contribute to helping provide our communities with the tools and resources they need to thrive.”
In his new role, Moen will lead the growing Rural Democracy Network, helping residents amplify their voices and engage in shaping local policies. He’ll host workshops, organize community forums, and build partnerships with local leaders and organizations to support grassroots leadership and civic action across the region.

Moen is originally from Moorhead, Minn. He is active in the Ottertail Lions, serves on The Great American Think-Off Panel, and enjoys spending time with his partner, mowing, tinkering, and enjoying life at the lake.
