The Clerk and Administrative Staff will develop specification sheets and cause notice of product quotes to be published twice in the official newspaper of the school district. 

1) Said bid/quote prices will be effective from  September 1, 2025 through August 31, 2026. 

2) The District reserves the right to accept or reject any or all quotes and to waive any formalities in the quote process. 

3) Any bidder may withdraw his/her bid/quote at any time prior to the scheduled close for the receipt of bids. However, no quote may be 

withdrawn for a period of thirty days after the scheduled close. 

4) The District will not assume responsibility for the timely delivery of quotes sent through mail or hand delivered. Envelopes must be marked “Product Bid/Quote”. 

5) All bids must be received sealed; no FAXed bids will be accepted. 

6) All bids must be FOB destination. 

7) The Board has authorized the Administrative Staff of the District Office, under the authority of the Clerk, to open and tabulate the quote results and submit said tabulation for School Board action at the regular July meeting.

REGULAR BOARD OF EDUCATION MEETING

MONDAY, MAY 19, 2025

CALL TO ORDER BY THE PRESIDENT– at 5:30 pm; followed by the Pledge of Allegiance.

ATTENDANCE & DETERMINATION OF A QUORUM- All School Board Members plus Superintendent A. Johnson, J. Brockway, M. Young-LeCoustre, M. Maki, Student Representative D. Selander and M. Radniecki. Visitors present S. Fox, S. Koennicke, J.Boe, and D. Faysak. 

SETTING THE AGENDA TO DETERMINE THE ORDERS OF THE DAY– Motion by Seelhammer, Second by Ehnert to approve  the agenda as presented. Vote- u/c.

APPROVAL OF THE MINUTES- Motion by Geiser, Second by Kern to approve the 4/28/2025 Regular Meeting minutes. Vote- u/c.

BUSINESS AFFAIRS AND APPROVAL OF BILLS- Motion by Braukmann, Second by Schermerhorn to pay the Monthly Financial Claims per fund and the approved Electronic Fund Transfers for Minnesota State Withholding deposits and FICA/PERA/TRA/Annuity deposits. Vote- u/c.

STAFF/STUDENT PRESENTATIONS AND/OR VISITOR’S COMMENTS- PRESENTATIONS, S. Fox, Interquest Canine Services. 

REPORTS- Administrative Report- Activities-Playoffs, graduation and concerts, thanked the staff, administration and School Board for their support; Elementary- End of year items, new hires, people leaving, working on scheduling/summer programming; High School- end of school year, testing is done, Graduation is Friday, new BET president next year, Office Staff has been a huge help in scheduling, planning, making sure everything runs smoothly, summer school in Wadena or Perham; Superintendent-Update on Speech Language Pathologists. Hopefully securing all in person help, ICS Listening Sessions are in progress and more are scheduled for the community in June, changes coming to Driver’s Ed, update on Open Enrollment-MSBA recommends not changing the January 15 date, Legislative items-Unemployment benefit funding in question, most likely a special session will be happening and the budget will be delayed; Business Office Report- working on year end, audit will be at the beginning of August; School Board- Workshop was held May 12, ICS Listening session for School Board, Administration and District Office during workshop, discussed how to be more transparent and include more information in minutes. Discussed Staff Appreciation Breakfast and Recognition-date should be changed to Thursday, May 29 instead of Friday, May 30. 

OLD BUSINESS- Second reading of policies 103, 104, 412.1L and 427. Motion by Geiser, Second by Seelhammer to approve the Second reading of Policy 103 Concerns and Complaints, 104 District Mission Statement, 412.1L School District Payment and Advisory Travel, and 427 Workload Limits for Special Education Teachers. Vote u/c.

CONSENT ITEMS- Motion by Schermerhorn, Second by Kern to approve the consent items: CONTRACTS- Transportation of Children and Youth in Foster Care Placement; MEMBERSHIPS-MSHSL Resolution for Membership;  Vote- u/c.

NEW BUSINESS-

CONTRACT WITH INTERQUEST DETECTION CANINES- More discussion about pros and cons of this service. Biggest pro was the safety of kids and school with the detection dogs being a deterrent for students bringing contraband to campus. Con was the mental health aspect and if kids are traumatized from being wrongfully accused of having contraband. Administration added cameras and dogs are both deterring poor behavior and issues with contraband. Motion by Ehnert, Second by Seelhammer to approve the contract with Interquest Detection Canines. Vote u/c.

OUT OF DISTRICT BUS REQUESTS- none at this time

ACCEPTING BID FOR SALE OF HOUSE- Motion by Geiser, Second by  Schermerhorn to accept the bid in the amount of $85,100 from Robb Oyster for the student-built house. Vote- u/c.

APPROVE APPLICATION FOR DISSOLUTION OF COOPERATIVE SPONSORSHIP – Motion by Braukmann, Second by Kern to approve the MSHSL application for dissolution of cooperative sponsorship for boys hockey. Vote u/c.

APPROVE APPLICATION FOR COOPERATIVE SPONSORSHIP FOR BOYS HOCKEY – Motion by Braukmann, Second by Geiser to approve the MSHSL application to form boys Hockey Cooperative. Vote u/c.

STAFF DEVELOPMENT FUNDS 2025-2026– Motion by Braukmann, Second by Schermerhorn to accept 1% of the staff development funds for the district general fund and thank the teachers. Vote- u/c.

APPROVE A REDUCTION OF 2 ELEMENTARY TEACHER POSITIONS OF 1.0 FTE EACH – Motion by Braukmann, Second by Seelhammer to reduce the Elementary FTE by 2.0 for the upcoming year. Vote u/c. 

INCREASE KATELYN TERVO FROM 0.4 PRE-K TEACHER TO 0.4 PRE-K TEACHER AND 0.4 ELEMENTARY TEACHER- Motion by Schermerhorn, Second by Kern to increase Katelyn Tervo from 0.4 Pre-K Teacher to 0.4 Pre-K teacher and 0.4 Elementary Teacher. Vote u/c.

APPROVE TO POST FOR 0.5 FTE ELEMENTARY TEACHER POSITION- Motion by Geiser, Second by Seelhammer to increase Elementary FTE by 0.5. Vote u/c.

  ADVISORY COMMITTEE REPORTS- Elementary BET – May 6, 2025

PERSONNEL CONSENT ITEMS- Motion by Ehnert, Second by Braukmann to approve the Personnel Consent Agenda as follows: APPOINTMENTS- A. Justin – Special Education Teacher, D.
